Tucson Planning Council for the Homeless The Tucson Planning Council for the Homeless (TPCH) is a coalition of organizations and individuals committed to eliminating homelessness and addressing issues related to homelessness in the Tucson community. Founded in the mid-1980s, the council consists of approximately 50 local agencies that provide services to homeless people and other individuals and groups interested in ending homelessness.
